Shamaine is a City Councilmember, an attorney, and a Venezuelan immigrant.

Shamaine Daniels arrived in the U.S. from Venezuela with her mother and two brothers when she was just 13 years old. She graduated from high school in Philadelphia and earned her bachelor’s degree from West Chester University. After acquiring her law degree from the University of Cincinnati, Shamaine relocated to Harrisburg where she specialized in immigration and employment law and became active in Democratic politics. After an unsuccessful bid for Dauphin County Clerk of Courts in 2011, she won election to Harrisburg’s City Council in 2013. During her time in office, she has led the effort to help small local businesses open with less red tape and lower fees, fought for affordable housing for families, and invested in youth programs.

Shamaine is running for Congress because the opportunity to build a good life through hard work is no longer available to too many of us. Her campaign is centered around investing in infrastructure, advancing the rights of women and families, and fixing our broken immigration system. Shamaine also understands that the sacred right to vote is under attack in our country by people who know they’d never win another election if all of our voices were heard.

Second Generation previously endorsed Shamaine Daniels in her previous congressional bid in 2022. Although she was unsuccessful, Shamaine ran a strong campaign and performed admirably in the face of tough odds. We are standing by her again this cycle as she attempts to unseat Republican Scott Perry, who is one of the most polarizing figures in Congress, a leading proponent of the 2020 election conspiracies, and a target in various investigations into his role in the January 6th Insurrection.

As a Congressmember, Shamaine will fight to:

  • Fix Our Broken Immigration System — As an immigrant herself, Shamaine has an intimate knowledge of America’s broken immigration system. Her district is home to some of the most fertile farmland in the country, and she understands that our agricultural system is dependent upon seasonal workers to have a stable and reliable workforce. Calls for mass deportation and the failure of leaders in Washington to enact meaningful immigration reform threaten the agricultural community, and Shamaine intends to take action to implement meaningful immigration reforms that provide stability for our agricultural industry and opportunity for our immigrant communities.

  • Invest in Infrastructure Shamaine supports fixing our tattered infrastructure to create jobs, boost the business climate, and improve our daily lives. Infrastructure is the backbone of the economy, and Shamaine will fight to upgrade and expand our infrastructure with a focus on roads and bridges, high-speed internet (especially in rural communities), hydroelectric dams, the electric grid, airports, and high-speed intercity rail.

  • Advance the Rights of Women & Families — Shamaine believes in equal pay for equal work and will work to provide stronger workplace protection for women and paid maternity leave. She hopes to ensure women have the time to heal after delivering their children, and that those who care for them are sufficiently trained and resourced to reduce maternal mortality rates, of which America is among the highest in the developed world. Shamaine is a supporter of a woman’s right to choose. She believes in providing access to comprehensive sex education and contraceptives for youth in order to effectively lower the rate of teen pregnancy and STI transmission.
